Lt. Col. Steffen has been a member of the department since 1998. He is responsible for planning, directing, and coordinating department activities and is responsible for the supervision of police and civilian personnel. He was appointed as the Assistant Chief of Services on June 1, 2015 and then appointed as the Assistant Chief of Operations on September 12, 2017. Lt. Col. Steffen holds a Bachelor of Arts in Criminal Justice from Northern Kentucky University and a Master of Science in Criminal Justice from the University of Cincinnati.

Lt. Col. Steffen is a proud graduate of the 250th Session of the FBI National Academy. This is a very select international executive command course where he studied leadership in criminal justice, constitutional law, contemporary forensic techniques, as well as current issues concerning law enforcement. Lt. Col. Steffen is also a graduate of the 13th session of the Kentucky Department of Criminal Justice Training’s Criminal Justice Executive Development Course. He is also a certified Law Enforcement Executive through the Kentucky Law Enforcement Council.

Throughout his career Lt. Col. Steffen has served the department in many capacities that include uniform patrol officer, honor guard member, field training officer, bike patrol officer, assistant SWAT team leader, vice/narcotics officer, FBI Safe Streets Task Force member, patrol shift supervisor, records/technology supervisor, and patrol shift commander.
