Frank Warnock serves as Assistant City Manager for the City of Covington, Kentucky. The Assistant City Manager provides leadership and support to the City Manager on a variety of specialized, complex issues and provides management analysis to support decision-making with a focus on special projects, inter-governmental affairs and labor relations.

Frank previously served as Assistant City Manager for Administration and City Solicitor. He was City Attorney for Bellevue, Kentucky, for 10 years, and City Attorney for Melbourne, Kentucky, for six years. He also served as Attorney for the Bellevue-Dayton Fire Department Board of Directors. He also maintained a civil litigation private practice in downtown Cincinnati prior to being named City Solicitor for Covington in 2005.

Frank is chairperson for the Northern Kentucky Bar Association Local Government Committee. He is president of the Buenger Boys & Girls Club. He is a member of the Northern Kentucky Bar Association Board of Directors. He is a graduate of the Salmon P. Chase College of Law, and is licensed to practice law in Kentucky and Ohio.
