Frank Warnock serves as Assistant City Manager for Administration and City Solicitor for the City of Covington, Kentucky. He currently manages the Human Resources and City Clerk Divisions in addition to running all legal consultation for the City regarding claims against the City, ordinances, personnel issues, zoning and various other legal issues. Frank manages all claims for the city and has assisted in the negotiation of numerous collective bargaining agreements during his tenure in Covington. He has participated in litigation, administrative hearings, arbitrations and mediations involving labor and personnel disputes including minimum manning, wrongful discharge, civil service, and staffing issues. The Legal Department, under Frank’s supervision, provides representation for various boards in the City including the Board of Adjustment, Urban Design Review Board, Code Enforcement and Human Rights Commission.

Frank served as City Attorney for Bellevue, Kentucky for ten years and City Attorney for Melbourne, Kentucky, for six years. He also served as Attorney for the Bellevue-Dayton Fire Department Board of Directors. He also maintained a civil litigation private practice in downtown Cincinnati prior to being named City Solicitor for Covington.

Frank is chairperson for the Northern Kentucky Bar Association Local Government Committee. He is a graduate of the Salmon P. Chase College of Law, and is licensed to practice law in Kentucky and Ohio.
