The Legal Department manages legal matters for all City of Covington departments and officials. This includes providing legal advice to City staff, the Board of Commissioners, and other City boards and commissions; reviewing, drafting, and preparing legal instruments such as contracts, ordinances, resolutions, and deeds; and representing the City in federal and state court. The Legal Department is managed by Asst. City Manager/City Solicitor Frank Warnock.
Criminal prosecutions are handled by the Kenton County Attorney's Office and the Commonwealth's Attorney.
The Legal Department and its staff are not permitted to give personal legal advice. Those needing legal advice or assistance should contact a private attorney or the Northern Kentucky Bar Association's Lawyer Referral Service (859-781-1525).
Organizationally, three other offices are under the Legal Department: Human Resources, the City Clerk's Office, and Marketing & Communications.
