The City of Covington currently operates under a City Manager form of government, as established by state law. Beginning in January 2027, the City will transition to a Mayor-Council form of government, following voter approval in November 2024.

The City Manager is the chief administrative official of the City and is responsible for managing all essential City services, including public safety, public improvements, recreation, budgeting and finance, strategic planning and development, and all operational departments.

The City Manager reports to, and is appointed by, the Board of Commissioners, a five-member elected board, which collectively determines policies and sets the vision and direction for the City through its legislative votes. The principal responsibility of the City Manager is to execute that policy and vision.

 

CITY MANAGER

Sharmili Reddy is the first woman and woman of color to serve as City Manager on a long-term basis in Covington’s history. 

Prior to her role as City Manager, she served as the Executive Director of Planning and Development Services (PDS) of Kenton County, a public-sector agency that provides services to 20 local jurisdictions within the county, including Covington. PDS oversees critical functions such as building codes, community development, infrastructure engineering, geographic information systems, planning, zoning, and code enforcement. 

Reddy brings a strong track record of regional collaboration, community engagement, and innovative leadership to the City. Before her role at PDS, she served for five years as the City Administrator of Fort Mitchell, where she worked closely with the mayor and city council to advance several economic development initiatives and strategic projects.
