Program seeks rehab proposals to create single-family homes

 COVINGTON, Ky. - Covington is looking for rehabbers to turn three abandoned houses into single-family homes.
 
The City issued three requests for proposals (RFPs) this week for the purchase and development of the City-owned properties, which are in the Westside and Helentown neighborhoods.
 
“The City acquired these properties many years ago and they’ve basically sat vacant - it’s time to return them to productive use,” said Ken Smith, Covington’s Neighborhood Services director.
 
The properties: 
  • 115 E. 16th St. - This two-story brick building in the Helentown neighborhood is over 100 years old and contains about 2,000 square feet.
  • 1118 Lee St. - This one-story wood-frame “shotgun” house in the Westside neighborhood contains about 750 square feet.
  • 1407 Russell St. - This two-story wood-frame house in the Westside neighborhood is over 100 years old and contains about 1,300 square feet. 
The RFPs can be found HERE. Proposals are due to the City by 10 a.m. Sept. 23.

The requests are the latest in a yearlong initiative to return City-owned parcels - some of which include buildings - to their best productive use. Back in April, the City created guidelines based on state law to govern that process using a case-by-case approach.
 
All three properties for which the RFPs have been issued have been the subjects of inquiries, Smith said.
