Axon Master Services and Purchasing Agreement

The City of Covington has entered into a Master Services and Purchasing Agreement with Axon to provide public safety technology and equipment to the Covington Police Department. The agreement provides for a ten-year term, with annual renewals subject to funding appropriated by the City's Board of Commissioners. The payments scheduled for 2026, which were accounted for during the City's summer 2026 budget discussions, are divided into two payments. The October payment reflects the use of civil asset forfeiture funds to help offset the cost of Axon Fleet 3 technology, which includes vehicle-mounted dashboard and rear-seat cameras. The City has not purchased automated license plate recognition (ALPR) technology as part of its Fleet 3 package.

The agreement also provides for scheduled equipment replacements and enhanced officer training capabilities. Fleet 3 camera equipment is scheduled for replacement after five years. The agreement includes virtual reality training systems designed to enhance officers' TASER training, body-worn cameras, virtual reality training equipment, TASERs, and Axon Air drone-as-first-responder equipment generally scheduled for replacement approximately every two and a half years. Notably, if Axon upgrades the equipment, the City will receive the newest version of the technology pursuant to the replacement schedule.

The City of Covington has expressly opted out of Axon's voluntary data-sharing, customer experience, product enhancement, and AI training programs. These restrictions prohibit Axon from using City data, including anonymized or aggregated data, for general product development or training shared artificial intelligence models for other customers, subject to limited exceptions necessary to provide contracted services, maintain platform security, or comply with legal requirements.

Additionally, the agreement includes specific provisions concerning AI-generated police reports. Axon is required to retain and make available to the City the original AI-generated draft narratives and corresponding final officer-edited reports. These records may not be automatically deleted before the expiration of the City's applicable records retention period, except upon the City's written direction and in accordance with applicable law and records retention schedules.
