COVINGTON, Ky. – The City of Covington’s Community Development Department is seeking qualified professional developers to acquire and redevelop seven City-owned residential parcels in the Eastside neighborhood, creating new homeownership and housing opportunities and putting vacant, underutilized land back to productive use.
The properties include 109, 111, 113, 115, and 117 Pleasant Street and 108–110 and 112–114 E. 13th Street, all located between Scott and Greenup Streets.
The City’s goal is to transform the currently vacant properties into high-quality housing that complements and strengthens the surrounding neighborhood and encourages additional private investment in the Eastside.
“We need more housing, and I’m committed to finding opportunities that allow more people to call our city home while supporting the neighborhoods and character that make Covington special,” Mayor Ron Washington said.
Preference will be given to proposals that redevelop multiple lots on Pleasant Street and E. 13th Street, creating cohesive residential development rather than a series of isolated individual projects.

The properties are currently zoned Semi-Urban Residential (SU), which allows for a range of residential development, including single-family, two-family, townhouse and triplex/quadplex dwellings, subject to applicable zoning requirements and City approvals.
“This is another example of the City looking strategically at properties that have sat vacant and finding ways to turn them into productive assets for our neighborhoods,” Brandon Holmes, the City's Community Development Director, said. “We’re looking for development partners who can bring a thoughtful vision to these sites and deliver quality housing that fits within the surrounding community.”
Affordable and Workforce Housing Opportunities
The City is also encouraging proposals that create affordable and workforce housing for households earning 80 percent of the Area Median Income (AMI) or less, based on U.S. Department of Housing and Urban Development standards.
For 2026, the 80 percent AMI income limits range from $61,550 for a one-person household to $89,450 for a four-person household, with limits adjusted according to household size.
Market-rate proposals will also be considered but the properties must be sold at their current appraised value or higher.
Submission Information
Qualified professional developers are invited to submit proposals outlining their vision for the properties and their ability to successfully complete the project. Developers are responsible for conducting their own due diligence regarding property conditions, title, and development requirements.
