COVINGTON, Ky. — The City of Covington’s Neighborhood Services Department has issued two Requests for Proposals (RFPs) seeking qualified developers to purchase and develop City-owned vacant properties in two Covington neighborhoods into new homeownership opportunities.
Together, the two redevelopment opportunities include 28 City-owned parcels totaling 2.9 acres of land in the Peaselburg and Westside neighborhoods. The City is seeking proposals from experienced developers capable of transforming the vacant properties into high-quality residential development that complements the surrounding neighborhoods and contributes to Covington’s continued growth.
The first RFP includes 19 vacant residential parcels on Pointe Benton Lane in Peaselburg, totaling approximately 2.5 acres.
The second RFP includes nine parcels located at 314-318 Orchard Street, 1109-1117 Locust Street, and 1034-1040 Jackson Street in the Westside neighborhood, totaling approximately 0.4 acres.
Both RFPs seek proposals for market-rate homeownership development, including single-family homes, townhomes, condominiums, or other options permitted under the City’s zoning regulations.
“These properties represent an opportunity to put City-owned land back into productive use while creating new homes for current or future residents,” Mayor Ron Washington said. “As demand for housing continues to grow, we want to ensure that vacant developable land is contributing to the strength and vitality of our neighborhoods.”
The City acquired the Pointe Benton Lane parcels as part of a settlement agreement resolving long-standing litigation related to the original subdivision development, enabling the City to address critical infrastructure challenges, including stormwater management and landslide remediation.
The Orchard, Locust, and Jackson Street site represents another opportunity to transform underutilized property into housing while encouraging additional investment in the Westside neighborhood.
“The City has made a deliberate effort to identify publicly owned properties that can support new residential development,” Brandon Holmes, the City's Neighborhood Services Director, said. “These RFPs are designed to attract experienced development partners who can bring thoughtful, high-quality housing projects to these sites and help strengthen the surrounding neighborhoods.”
The City will evaluate proposals based on developer experience, organizational and financial capacity, project feasibility, verified financing, purchase price, project timeline, and overall development proposal quality.
Interested developers, builders, and development teams are encouraged to review the full RFP documents and submit proposals. Questions regarding either solicitation must be submitted in writing to Procurement Manager Peter Hager by the deadlines established in the RFPs.
Proposals for both opportunities are due in July 2026.
