City of Covington Announces 30-Day Public Comment Period for Draft Annual Action Plan

COVINGTON, Ky. – The City of Covington is inviting residents and community partners to review and provide feedback on its 2026-2027 Draft Annual Action Plan during a 30-day public comment period from April 25, 2026, through May 25, 2026. 

The 2026-2027 Draft Annual Action Plan outlines how the City proposes to allocate federal funding provided through the U.S. Department of Housing and Urban Development for the upcoming program year. Covington anticipates receiving $1,386,115.00 through the Community Development Block Grant (CDBG) program and $643,064.73 through the HOME Investment Partnerships (HOME) program. 

A public hearing will also be held on May 12, 2026, during the Covington Board of Commissioners Legislative Meeting, providing an additional opportunity for residents to share input on the proposed plan. 

The CDBG program supports a wide range of services and initiatives, primarily benefiting low- and moderate-income areas. Eligible uses include street and streetscape improvements, park upgrades, crime prevention efforts, parks and recreation programming, code enforcement, economic development initiatives, and early literacy programs. 

The HOME program focuses on expanding access to safe, affordable housing. Covington participates in a regional consortium alongside the cities of Ludlow, Newport, Bellevue, Dayton, Erlanger, Florence, and Independence. HOME funds are typically used to support housing-related programs such as forgivable loans for homebuyers and the development of new affordable housing units for both homeownership and rental opportunities.
