COVINGTON, Ky. – In a major step forward on Mayor Ron Washington’s Housing Development initiative, the City of Covington has announced the release of five Requests for Proposal (RFPs) to develop City-owned property into new housing.
A centerpiece of the Mayor’s housing plan is revitalizing Covington’s inventory of vacant and abandoned lots, many of which are tax delinquent and drain City resources through ongoing maintenance and public works response. By converting these underutilized properties into productive, vibrant spaces, Covington aims to address the growing need for quality housing while also improving neighborhoods.
The five RFPs cover 10 parcels of property, strategically combined into attractive development opportunities that enhance their potential value:
- 1129 – 1131 Banklick Street, 1136 – 1140 Holman Avenue
- 1225 – 1227 Banklick Street
- 1323 Russell Street
- 2116 – 2118 Donaldson Avenue
- 2207 Madison Avenue
These lots, many of which are adjoining, present developers with the chance to transform vacant properties into much-needed homes.
A 2023 Northern Kentucky Area Development District study found that the region will need 6,650 new housing units by 2028, with Covington alone requiring 891.
Mayor Ron Washington said the RFP announcement reflects the City’s urgency in tackling the housing shortage:
“Improving housing availability and affordability is one of my top priorities. By putting these properties into the hands of capable developers, we’re turning liabilities into opportunities, creating new homes, and building stronger neighborhoods.”
