City Seeks Public Input on Historic Preservation Agreement

The City of Covington, KY (City) is seeking public input as part of the process to develop a Programmatic Agreement among the City of Covington, Kentucky, the Kentucky Heritage Council (SHPO), and the Advisory Council on Historic Preservation (ACHP) regarding the redevelopment of the 23-acre former IRS Site.

The City of Covington has drafted a programmatic agreement with the Kentucky Heritage Council regarding the redevelopment of the former IRS site, Covington Central Riverfront (CCR). This programmatic agreement is required for the City to satisfy its responsibilities under Section 106 of the National Historic Preservation Act for all individual undertakings and programs.

The City has determined that the Undertaking will consist of demolition of all buildings associated with the former IRS property, clearing of the site, the design and construction of municipal infrastructure. The City, in consultation with SHPO, has determined that the demolition of the former IRS building has resulted in adverse effects to historic properties, as defined in CFR 36 800.5(a)(1) on the IRS building and archeological sites 15Ke205, 15Ke207, and 15Ke208.

The proposed Programmatic Agreement outlines mitigation for the direct effects of the IRS building and archaeological sites to be carried out the City during the term of the Programmatic Agreement, estimated to terminate in 2030.
