The City of Covington, KY (City) is seeking public input as part of the process to develop a Programmatic Agreement among the City of Covington, Kentucky, the Kentucky Heritage Council (SHPO), and the Advisory Council on Historic Preservation (ACHP) for the Administration of the City’s Community Development Programs.
The City administers Community Development programs with funds from the Department of Housing and Urban Development (HUD). In 2015, a Programmatic Agreement among the City of Covington, Kentucky, the Kentucky SHPO, and the ACHP for the Administration of the City’s Community Development Programs was executed, stipulating the requirements for the City to satisfy its responsibilities under Section 106 of the National Historic Preservation Act for all individual undertakings and programs. This Programmatic Agreement terminated on June 30, 2025. Throughout the period it was in effect, it served as an efficient and effective means for City Staff to administer its community development programs, and ensure that no significant historic resources were adversely impacted by the federally funded programs.
As the previously successful Programmatic Agreement has terminated in 2025, it is the intention of the City to develop a new Programmatic Agreement, which will be largely based on the 2015-2025 agreement.
A draft of the proposed Programmatic Agreement may be obtained by contacting Kaitlin Bryan, Preservation Officer, by phone at (859) 292-2171, email at kaitlin.bryan@covingtonky.gov, or at the following address:
