Ethics Code


The City of Covington, Kentucky’s Code of Ethics is intended to provide methods of assuring standards of ethical conduct and financial disclosure requirements for officers and employees of the City. Standards of conduct are provided within the code that apply to all officers and employees of the City. Financial disclosures are submitted by elected officials, high ranking employees, and department directors as a means of providing transparency for potential conflicts of interest.

A complaint alleging violation of the provisions of the City’s Code of Ethics may be made against any official or employee of the City. Complaints should be submitted to the Northern Kentucky Regional Ethics Authority ( All complaints must be submitted in writing with the signature of the person making the complaint. The NKREA Enforcement Board will then meet to consider the validity of the complaint and whether a formal hearing should be held.
