Parking - Broken Meter

ABM Parking Services will address all broken meters and replace and fix all broken meters within 14 days of notice.

Parking Enforcement

Normal operating hours for parking enforcement operation are generally from 800 a.m. to 5:00 p.m., Monday through Friday. Parking enforcement requests may not be completed within the established time frame if requests are made at night, on the weekend, or government holidays, or during extreme weather such as storms or snow emergencies.

Parking Ticket Appeal

Appeals of parking citations must be made within seven (7) days of issuance. To appeal a parking fine, please complete the form here and submit to the Covington Police Department. 

Completed forms and any attachments can be e-mailed to parkingappeals@covingtonky.gov or delivered in-person to: The Covington Police Department, One Police Memorial Drive, Covington, KY. 

Forms can be accepted during office hours, Monday through Friday 8:00 a.m. through 4:00 p.m. (excluding holidays).

Attach your parking citation and any other documentation pertinent to your appeal to the appeal form. If you are sending your appeal form via e-mail, please scan and attach a copy of the citation to your appeal submission. You may also bring a copy of citation to your hearing. Failure to provide a copy of your citation before your hearing may delay or appeal hearing.

Upon successful delivery of an appeal form, a hearing date will be scheduled for no later than fourteen (14) days after appeal. Hearings are held every other Wednesday at 11:00 a.m. at the Covington Police Department.You will be notified of the date of your hearing when you deliver your appeal form to the Covington Police Department. If you choose to deliver your appeal via e-mail, you will receive the hearing date via e-mail.Parking citation appeals are governed by City of Covington Code of Ordinances §§ 75.70-75.80.

IF YOU FAIL TO APPEAR AT YOUR SCHEDULED HEARING DATE, YOUR CITATION CANNOT BE VOIDED.

Parking Ticket Payment

Parking tickets are issued by the Police Department and ABM, the City's Parking Manager. 

Tickets can be paid at Midtown Garage at 25 East 5th Street (corner of 5th and Scott Blvd.) or online at https://covington.rmcpay.com/.

Residential Parking Permit

The Residential Parking Program operates in the Licking Riverside, MainStrasse, and Mutter Gottes neighborhoods. Vehicles parked within these zones must display a parking permit. The Resdential Parking Program is managed by ABM. Residential Parking Permit Violation

Please use this type to report violations in areas where a permit is required to park on residential streets. The Residential Parking Program (RPP) limits on-street parking to participating residents living on designated blocks, and parking is limited to two hours during the hours of operation for those vehicles without the appropriate zone RPP sticker.
