Alley Cleaning

Please use this service request type to request cleaning of a public alley. Alley cleaning takes place year round and is performed by the General Maintenance Division in the Department of Public Improvements by request only. Anyone can make a request. Requests can take up to 10 business days to fulfill, weather permitting.

Alley Repair

For alley surfaces issues, please identify the specific alley location, provide a description of problem (i.e. pothole, re-paving) and describe the type of existing alley surface (i.e. dirt, concrete, brick). It is also helpful to provide any additional information specific to the proposed repair. The scheduled response time for this request type, weather permitting, is as follows:

  • Investigation: 5 business days
  • Temporary repairs: Performed by the General Maintenance Division within 5 business days
  • Alley re-paving: This service is based on annual funding authority and available resources. All Alley re-paving requests must be approved by the City Engineer. All re-paving requests are placed on a list for approval.

Animal - Lost or Found

If you have a lost or found pet, the Kenton County Animal Control Department will address the matter directly. Kenton County Animal Shelter has four Animal Control Officers who are responsible for enforcing state laws and local ordinances pertaining to the welfare and control of domestic, exotic and wild animals.

Bicycles - Abandoned

To report or recover abandoned bicycles please contact the Crime Lab at the Covington Police Dept. Abandoned bikes are those parked with rusted chains or missing parts. Once investigated, bicycles will be tagged and taken to the Police Department headquarters. The owner has 60 days to move or claim the bike before they are removed. To claim a confiscated bicycle please contact the Police Dept. Crime Lab.

Covington Community Developer Initiative (CCDI)

In late 2014, the Covington Community Developer Initiative program (CCDI) was launched to help transfer vacant and abandoned properties into the hands of owners who will return the property to a safe and productive condition.  Since its initiation, CCDI has facilitated the return of over twenty vacant and abandoned properties to productive use. Participants in the program have ranged from developers with significant rehabilitation experience to neighbors to vacant parcels who have transformed unmaintained land into more desirable space.
 
Because the City does not own these vacant and abandoned properties, they must be acquired through the foreclosure process. In order to foreclose on a vacant and abandoned property, the City must hold an interest in the property in the form of delinquent taxes or nuisance liens. While a majority of vacant and abandoned properties will qualify for the program, the first step is to  determine whether there are delinquent taxes or liens against the property. From there, all applicants must be in good standing with the City and present a preliminary plan outlining their proposal.

Once a foreclosure complaint is filed against the property, the process will take approximately 8-10 months before the property is transferred to the program participant. The participant will be responsible for all costs of the foreclosure action and acquisition and will execute an agreement with the City to redevelop the property according to an approved development plan.

Please identify the specific location (i.e. address, intersection) and describe the type of repair that is suggested. Rumpke is the exclusive service provider of open top dumpster rentals for Covington residents and businesses.

You must obtain a dumpster permit from the City before having one delivered and placed on the sidewalk or street.

EMS Run Report Copy

All requests for EMS Run Records should be directed to the Covington Fire Department. A free copy can be obtained by patients in person at Company 1, 100 East Robbins St., Covington, KY 41011 or a copy can be mailed for a fee of $2.00. Records cannot be e-mailed or faxed.

The City of Covington is not involved in the eviction process unless the property involved is a Section 8 rental. For questions or issues related to evictions please contact a private attorney.

Evictions are filed with Kenton County District Court.

The Community Services Dept. provides a listing of eviction complaints to be used as a resource of landlords. Please see the Listing of Complaints for Restitution of Premises (eviction) filed in Boone, Campbell, and Kenton District Courts since 2009. These lists are updated weekly. Please contact individual County offices for any questions pertaining to these lists.

Fire Safety Concerns

Hanging Power Lines & Live Wires

The first rule of safety is do not touch a power line or anything touching a power line, such as tree limbs, tools and toys. Power lines that have fallen may be dangerous and should not be moved or disturbed.

To report a loose, live wire down call 911 immediately. The Fire Department is usually the first on the scene to assess the damage and will liaise with the utility company if needed.

Illegal Dumping

Illegal Signs/Posters

It is illegal to advertise on areas within the public right-of way in any capacity without prior approval from the City in the form of an easement or permit. Leaf Collection

Please use this service request type to request collection of leaves. The autumn leaf collection program runs between November and January. No Parking Signs will be displayed in the area of pick-up by Department of Public Improvements (DPI) 24 hours in advance. Residents are asked to blow their leaves to the curb for the City's leaf truck to come by and vacuum them. Residents should pile leaves neatly and the curb and not bag them.

Litter Enforcement

Please use this request type to report improper disposal of trash or solid waste. Inspectors will issue tickets for violations such as using street litter cans for trash that should go in your own trash can, improperly posting signs in the public space, or having trash/recycling containers in public space before 6 p.m. the day before trash collection day or after 12 p.m. on the day after.

Business property owners may be cited for not having licensed trash and recycling haulers or not having frequent enough solid waste collections.

Parking Ticket Appeal

Appeals of parking citations must be made within seven (7) days of issuance. To appeal a parking fine, please complete the form here and submit to the Covington Police Department.

Upon successful delivery of an appeal form, a hearing date will be scheduled for no later than fourteen (14) days after appeal. Residential Parking Permit Violation

Please use this type to report violations in areas where a permit is required to park on residential streets. The Residential Parking Program (RPP) limits on-street parking to participating residents living on designated blocks, and parking is limited to two hours during the hours of operation for those vehicles without the appropriate zone RPP sticker.

Sidewalk Repair

Please use this service request type for a sidewalk repair investigation. Sidewalk repair is the property owner’s responsibility. Snow/Ice Removal

Please use this service request type for removal of snow and treatment of ice on streets. Public safety determines the priority for snow removal. Clearing and salting efforts are focused first on major roads, commuter thoroughfares and designated Snow Emergency Routes.

The City's Snow Team is committed to faster completion of plowing and salting along major roads and residential streets, however, residents are asked to please be patient and allow sufficient time for snow operations to be implemented as Covington is responsible for clearing 270 miles of streets and alleyways.

The city divides the streets up by “Priority Level”:

High Priority” Streets are typically major arterial and collector streets, or those abutting schools or hospitals. These streets are plowed within 6 hours from the first call out.

“Medium Priority” Streets are minor collector streets, typically serving a single subdivision, or cul-de-sac streets. These are plowed within 8 hours from the time a storm subsides.

“Low Priority” Streets are stop sign approaches, alleys, and some parking lots, and are plowed within 24 hours from the end of a storm.

Not all streets in Covington are plowed by DPI. Some are maintained by the state, the county, and others by the cities of Taylor Mill, Erlanger, and Ft. Wright.

Street Light Repair

Duke Energy maintains the vast majority of the City’s outdoor lights to help promote safety and security in public areas. Repairs made to these lights are heavily dependent on direct customer feedback and all residents and businesses are encouraged to report any lighting outage they see directly online at www.duke-energy.com/kentucky/products/lighting/request-light-repair.asp or through Duke’s Customer Call Center at 800-544-6900.

Duke Energy owns, services and operates the vast majority of lights in the City of Covington’s right-of-way, approximately 4,000 of street lights. The City’s Department of Public Improvements owns and services approximately 300-400 decorative lights throughout the City. Together and through a working partnership, these two entities are responsible for the maintaining the City’s entire public lighting infrastructure.

Light repair requests for routine repairs such as a bulb and/or photocell change are typically repaired within three working days.  Repairs that require more work, like broken poles or fixture mounts, failed underground power lines, may require as much as ten working days to repair.

The accuracy of the information provided by the customer on the outage has a direct correlation to response time. Incomplete or inaccurate information will result in delayed response time and it is most helpful for callers to provide key information, which includes:

  • Physical address of the light
  • Pole number when possible (Duke Energy pole numbers are on a metal tag affixed to the pole are arranged vertically)
  • Nearest intersecting street if no address is available
  • A point of contact with a telephone number for a technician to use if the light cannot be located

If the call is regarding a light for an apartment complex or business it is important to make sure that this is indicated to the Duke Energy call center. Callers should also provide their contact information. 

There are many instances in which lights that are called in to Duke Energy are actually owned or paid for by a property management company. Without a good contact, the technician ends up speaking with someone that may not have the specific knowledge of the light which requires repair.

Street Repair

Traffic Calming Investigation

This service request type pertains to pedestrian safety, speed study requests and any other type of traffic calming measures. For information regarding traffic calming measures, contact the Community Services Division. For recurrent speeding issues, please contact the Police Department for enforcement. Please note that 'Children at Play' signs are no longer being installed as studies have shown they do not reduce speed and they encourage children to think it is safe to play in the street when it is not. Please note that the City does not install speed humps/bumps. In order for these to be effective to reduce speed, studies have shown that many need to be installed and these slow emergency vehicle response time to the area and makes snow removal difficult. Traffic Signals Investigation

Please use this service request type for traffic signal issues. Please provide the specific location of the traffic signal (i.e. NE corner, SW corner, etc.) and describe the specific problem, (i.e. flashing, all-out, red out, pedestrian signal out, etc.).

The scheduled response time for traffic signal maintenance is as follows:

  • All signals out: 6 hours
  • Twisted or turned head: 6 hours
  • Bulb replacement: 6 hours
  • Pedestrian signal out: 6 hours
  • School flasher inoperative: 30 days
  • Signal timing change: 30 days

Note: Requests for "new" traffic signals require an investigation determination, rulemaking and publication in the DC Register (if approved). Funding identification, design, and construction are also necessary. Please note that if this request is approved, it could take up to 24 months for completion.

Trash Cart - Repair or Replacement

Please use this request type to request repair or replacement of a trash or recycling cart for residential or business use.

Rumpke can fix issues with wheels, lids and cart lift bar. Cart may be temporarily or permanently replaced depending on the nature of the damage. 

If you believe your trash or recycling cart has been stolen, Please follow the following steps to obtain a new cart:

  • Contact Rumpke to alert them of the incident and get the serial number for your cart.
  • Download and complete the City of Covington Missing/Stolen Cart Form.
  • Before returning the form, check your neighborhood to see if you can locate your missing cart based on the serial number.
  • If you are unable to locate your missing cart, return the completed form to Rumpke via regular mail at P.O. Box 575, Alexandria, KY, 41001 or by faxing to 859-448-0521. The form can also be sent electronically by emailing covington@rumpke.com.

Your claim will be reviewed and a replacement cart ordered.  Multiple claims may result in denial or fees.

Trash Collection - Green Stickers

As part of the changes to how trash is collected in the City, all trash is required to be placed inside City-issued trash cart for collection. However, the City understands that there will be instances throughout the year when property owners have more trash than what carts can hold, or items too large to fit inside a trash cart.

To accommodate for these instances, the City provides each household with 12 green stickers per year. These stickers allow residents to place additional waste items that do not fit inside the City-issued trash cart for curbside collection at no additional cost. One sticker can be used to dispose one large item or of up to six 30-gallon bags of trash or yard waste.

Residents can purchase additional stickers for large items through the City at a cost of $5 per sticker. If you continuously have more trash than what your trash cart can hold, please request additional trash carts from Rumpke. Participating in the City’s recycling program can also reduce trash.

When placing an item or items with green stickers at the curb for pick up please follow these guidelines:

  • Place one sticker on every large item or 30-gallon bag of trash set out for collection that is not contained in a cart. One sticker can be used for up to six additional bags of trash.
  • If you are disposing of yard waste, loose shrubbery or tree limbs must be bundled and tied in lengths no larger than 4 feet long and 2 feet wide.  Bundles should not exceed 50 pounds and should be marked with a green sticker.
  • Prepare large items for collection. For example, mattresses, box springs and upholstered furniture should be wrapped and sealed in plastic and Freon should be properly removed from appliances.
  • Alert Rumpke 48-hours prior to the collection day of their intention of disposing of a large item.
